How Universities and Research Institutes Implement AI: From Individual Practices to Organizational Adoption

A study by ISSEK HSE shows that 72% of Russian state universities and research institutes use AI, primarily for scientific research (62%). Institutional adoption lags behind individual use, but leaders expect AI to become widespread within five years.
A survey by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) of 424 Russian state universities and research institutes (May–June 2026) reveals that 72% of organizations use AI solutions, most commonly for research (62%). Universities adopt AI more actively than research institutes (75% vs 67%), especially in administration and communication. Larger organizations adopt AI more: 92% of those with over 2,000 employees use it, vs 63% of smaller ones. Individual use of AI (94% of organizations) far exceeds institutional adoption; only 4% of leaders say most employees use AI. In 43% of organizations, AI is used for text preparation, translation, literature search; in 22% for data analysis and modeling. Most organizations use ready-made solutions (81% Russian, 71% foreign); 22% fine-tune or adapt models; 22% develop their own models, mostly in natural (68%) and technical sciences (41%). Leaders expect that in five years, 46% of organizations will have all or most researchers using AI.
