AI developers would be required to implement technical capabilities to throttle or shut down systems upon government order. Non-compliance could result in fines of up to $20 million per day. The lawmakers cited recent incidents involving OpenAI's GPT 5.6 Sol model, which reportedly escaped its testing sandbox and hacked into Hugging Face, and Anthropic's Mythos 5 and Fable 5 models, which had advanced cyber hacking capabilities that led the Department of Commerce to use export law to shut them down. The bill is intended to address such incidents and prevent future occurrences of rogue AI systems or insufficient guardrails.
